MEETING OF THE SELECTMEN

Minutes:
The Selectmen’s meeting minutes of 9/26/05 were approved and the non-public minutes of 9/26/05 were approved as
corrected. The minutes of 9/27/05
were also approved.

Sanders, Townsend.
At approximately 3:00
Selectmen met with Jay Poulin of H. E. Bergeron regarding the bids received for
the Transfer Station Project on 9/27/05. The two bids were both higher than the budgeted
amount, with Whitcher the lower of the two. Mr. Poulin said there were a couple
of options at this point: find the extra
money elsewhere in the budget or not award the contract and rebid next year.
Chairman Stockman said that he has had contractors tell him that they would be
interested in the project if it could be done next spring. Mr. Poulin said he
felt that was the case with some of the contractors he spoke to. There was also
some talk of having the Road Agent do the site work but it didn’t appear
that enough money could be saved. After some discussion the Selectmen decided
that in order to do the whole job the contract should be rebid for spring.
Selectman Weeks made a motion to rebid the contract in January. Seconded by Selectman Albee with all in favor.
At approximately 3:20
Selectmen met with Code Officer Ted Wright. Mr. Wright advised he would be
taking next week off. Lane Evans will try to work Tuesday and Friday afternoon.
The extra police vehicle is now available for town employees to use especially
the Code Officer. The Selectmen asked Mr. Wright to be responsible for
maintaining the mileage and fuel log.
At approximately 3:25
Selectman Weeks made a motion to go into non-public session pursuant to RSA
91-A: 3 II (b) to discuss a personnel issue. Selectman Albee seconded the
motion. Roll call: Chairman Stockman – yes, Selectman Albee – yes, Selectman
Weeks – yes.
At approximately 3:30
Selectmen continued their discussion with Mr. Wright. The code officer said he
has implemented a new procedure to decrease the number of equitable waivers.
The procedure would require a surveyor to layout the foundation first for any
structure within five feet of the setback and then provide an as-built before
the Certificate of Occupancy would be granted.
Chairman Stockman received a request from some property
owners in Hidden Valley
to use the Town’s tax id number in order to apply for a grant. The Selectmen
approved this as long as the Town was not responsible for anything.
The Administrative Assistant reported that as per DRA the
Selectmen couldn’t refund any taxes for past years. Mr. Christian will be sent
a letter of explanation.
Chairman Stockman reported that he has talked to Wayne
Cheney and that Mr. Cheney’s contract with Maxfield Real Estate expires 11/1/05 and at that time
he would be interested in working with the town on the easement. The Selectmen
will wait until the expiration of the contract before moving forward.
The Selectmen reported making an offer on the property for
sale next to the Town Office. They are still waiting to hear from the owner.
There is no meeting next week, as it is a holiday.
