Minutes:
The Selectmen’s meeting minutes of 9-14-04 were approved.
Items for Signature: Intent to Cut for Bean;
Right to Burial for Campbell;
Contract for Town House renovation.
At approximately 6:30
Selectmen met with Ed Bergeron and Patty Korbett of H. E. Bergeron regarding County
Road Bridge.
The estimate by Moores Marine for the replacement of all the stringers with
glulam was presented. Ms. Korbett will request more detail of the estimate and
then issue Change Order #2. The price to replace all stringers with the glulam
was cheaper than timbers. Mr. Bergeron and Ms. Korbett advised that the glulam
is stronger and will last longer and is cheaper in part because less stringers are needed. The change has been reviewed with Bob
Barry of the NHDOT and will be part of the bridge aid. It will also not affect
the completion schedule to any great degree. The Selectmen reported that they
had inspected the site last Tuesday. Mr. Bergeron advised that Change Order #1
had been sent to Moores Marine for signature but that they had made changes so
he advised the town not to sign it if received. This change order was for the
additional paving and has also been approved by NHDOT.
At approximately 6:45
Selectmen met with members of the Public Safety Needs Assessment Committee. In
attendance were Joe Kowalski, George Elkins, Bob Wood, Chief Shagoury and Chief
Thompson. Chairman Weeks thanked them for their time and effort. After some
discussion the following suggestions were made:
- The
committee is in agreement that the existing buildings cannot be expanded
due not only to the structure itself and but also because of lot size.
- A
public hearing should be held to get feedback as to how to proceed and to
clarify to townspeople what is happening in town as far as growth.
- If it is agreeable then the town should
move quickly to secure a central location.
- The
scope of the project should be determined with another committee to do
site location, design, etc.
- The
existing Fire Department buildings should be kept as satellite stations
- Some
issues that were recommended for the short term could be included in the
budgets for 2005.
- Interest
rates are low so it is advantageous for a bond issue.
The Selectmen were in favor of going forward with a public
hearing.
Bob Wood wanted to bring a couple of items to the
Selectmen’s attention that was discovered while doing the building inspections.
The records in the basement storage room are being stored on the floor and
should be moved onto shelves. The Piper House is in need of some attention as
far as heat, electric, repairs, etc.
Mr. Wood also mentioned that he was disappointed that the
Enhanced 911 mapping was not pursued. He thought it would be a great benefit to
the town as the primary E911 system is blind in Tuftonboro. According to Mr.
Wood this project is done completely by 911 personnel except for some staff
time to ‘pilot’ the E911 personnel around town and to review for
accuracy. Mr. Wood highly recommends having a representative come in to speak
on the subject at a Selectmen’s meeting.
Selectmen discussed the Transfer Station project. Selectman
Albee will call Jay Poulin and ask him to attend a Selectmen’s meeting to
clarify what is to be done.
At approximately 7:45
Selectmen met with Fire Chief Adam Thompson. Chief Thompson reported 143 fire, 88 medical and 25 service calls to date. There have
been 21 oil burner inspections and 3 paramedic intercept calls. Rescue 1 should
be back in service by Wednesday with the new generator installed. The old
generator was installed in Engine 2. Four
officers will be attending a state Fire Inspector course. Frank Tranchitta has
received his CDL license. Chief Thompson
will be attending a two-day emergency management course in Wolfeboro. The state
has given their permission to install the generator at the school. Three
members of the department will be taking the state test and will be placed on a
hiring list if they pass. This could mean a loss of personnel.
Chairman Weeks reported that a meeting was held last
Wednesday morning at the Town House between Kimball
Lumber Center,
Steve Hunter, Wes Flierl and the Board of Selectmen to discuss the town
house project. The work has since begun.
Selectmen approved and signed the following:

of Burial for Campbell
- Intent
to Cut for Bean
- Town
House Renovation Contract
Chairman Weeks found the recorded wetlands permit for the Nineteen
Mile Beach.
A copy will be forwarded to NHDES.
Selectman Albee reported on the
NHMA Legislative Policy Conference he attended on the 17th regarding
Policy Recommendations.
