Selectmen present:  Susan Weeks, Bill Stockman and Chip Albee.

 

Selectmen reviewed mail, which included: Building Permits for Thomas & Kathleen Rizzo, Thomas Wood, Richard Rowsell, Carol Blaney; Electrical Permit for Richard Rowsell, Laramie, Thomas & Nancy Neeley; Inspection report for Laramie, Morrill, Cote; Formal Complaint from George Newall Jr.; Approval for Construction for Karen/Michael Haeger, YMCA of Greater Boston, Dana Pope, Shane Doyle; property transfer from Thomas J. Minutes: The Selectmen’s meeting minutes of 8-2-04 were approved.

 

Chairman Weeks commented on the Formal Complaint received by the Code Officer regarding noise. The town does not have a noise ordinance other than what is addressed in the zoning ordinances under nuisances. Chairman Weeks feels that a separate ordinance should be enacted by the Selectmen to be enforced by the Police Department. The other selectmen were in agreement.

 

Fred Sargent reported that the Transfer Station has been very busy with 3 full containers going out each week. This is a large increase in tonnage over last year.

 

Joe Kowalski advised that he spoke to Jay Poulin of H. E. Bergeron. Mr. Poulin said that HEB had no plans to come back with a revised contract for the Transfer Station until the town decides what it wants.

 

Chairman Weeks reminded everyone that this issue has been discussed for the past three years. Starting in 2002 with Ted Bense then Dufresne-Henry and now H. E. Bergeron. If the Selectmen cannot agree on Bergeron then we have to start all over again. Chairman Weeks feels that the HEB cost is fair and a good value for the work that needs to be done to do the job right. Chairman Weeks recommends going ahead with Bergeron. Chairman Albee disagreed and said that if HEB cannot negotiate he will vote against approving the contract.  Selectman Stockman thought an architect would be able to do the same work but for less money. It was agreed that even with an architect a site plan would be necessary. Selectman Albee said his only issue was the cost and agreed to call Jay Poulin to discuss it.

 

Fred Sargent stated that the safety issue with the new compactor still has to be addressed for the short term. The compactor should not be operated if it is raining. The operator and switch need to be covered.

 

Chairman Weeks advised that the paperwork for the Town House renovation would be available next week.

 

At approximately 7:35 Selectmen met with the Budget Committee. In attendance were Wayne Black, Chairman, John Cook, Dave Eaton and Lloyd Wood. Mr. Black requested starting the budget process sooner this year. This would enable the committee to go through it more thoroughly and not be working under the gun. Selectman Stockman suggested to the committee to meet with the department heads in advance for preliminary info. Mr. Black asked for 50% of the budgets to be ready before Thanksgiving. The smaller, less complicated budgets could be finished and out of the way before the larger departments are done. Each member of the committee has been assigned a different department as was done last year. The Selectmen agreed to go to the department heads to have their budgets ready by mid November and would pass on the budgets to BudCom as soon as possible.

 

Chief Shagoury advised that the candidate for the fourth officer has withdrawn.

 

Resident Fran Laase announced that a meeting to discuss “The State of the Lake” would be held this Wednesday, 8/11/04, at the Weirs Beach Community Center.

 

The meeting was adjourned at 8:20 PM.
