Minutes: The Selectmen’s meeting minutes of 8-16-04 were approved.

 

At approximately 6:20, Selectman Albee made a motion to go into non-public session pursuant to RSA 91-A: 3 II (b) to discuss a personnel issue. Selectman Stockman seconded the motion. Roll call: Chairman Weeks – yes, Selectman Stockman – yes, Selectman Albee – yes.

 

At approximately 6:30 Selectmen met with Police Chief Shagoury. The request for speed limit signs on Chase Point Road was discussed. The section of road in question is a private road and therefore the department has no jurisdiction. The landowners may put up speed limit signs but the police department cannot enforce it. It was agreed, however, that speed limit (35 MPH) signs should be placed at either end of the paved, town owned section of Chase Point Road. Selectman Albee referred the need to slow traffic down at the Tuftonboro General Store. A cross walk was suggested but according to the State they will not put a crosswalk where the driver does not expect it.

 

At approximately 6:40 Selectmen met with Ann Hackl, Chair of the Conservation Commission. Ms. Hackl reported the following items to the board:

  • As per Steve Hunley, the Cheney farm easement is closer to getting the grant. It was not approved on the first two rounds but looks good for round three of grants. We should know around September 1st.  Ms. Hackl advised the Selectmen to read the information and agreement she presented earlier in preparation for receiving the grant.
  • The Commission feels that it is not a good idea to have a public hearing now regarding the Cow Island Conservation Easement. It is advisable to wait and get consensus from the Selectmen before proceeding.
  • The Wolfeboro Conservation Commission has contacted the Tuftonboro Commission to support and host a joint State Representative candidates night. It is tentatively scheduled for October 19th. Ms. Hackl will contact Moultonborough for participation.
  • The Haverhill Acres Wilderness Trust has offered a 4.2 acre parcel of land at 19 Mile Bay to the town, which is to be placed under a conservation easement. The logical holder of the easement would be the Society for the Protection of NH Forests as they already have property in that area. The Conservation Commission is in favor of this gift. The Selectmen agreed to accept the property.

 

At approximately 7:00 Selectmen met with Road Agent Steve Hunter. Mr. Hunter reported that the paving of Ledge Hill Road is to start on Wednesday. The work on Dame Road will be done in September. All roads in town have been mowed. Speed limit signs were discussed. Chairman Weeks suggested purchasing a few signs now and more next year. All paved town roads should be posted at 35 MPH. Ditch work has been done on Durgin and Sodom Roads.

 

Selectmen discussed the new Letter of Agreement from H. E. Bergeron, which reflects hourly rates as opposed to flat fees. Chairman Weeks advised Jay Poulin to go ahead with Phase I. Selectman Stockman spoke to Tom Sweeney of Dufresne-Henry who said that he has an as-built survey of the Transfer Station. Mr. Sweeney called on Monday to say it should be mailed on Tuesday afternoon. The Selectmen agreed to sign the Letter of Agreement from HEB but would wait to see the survey from Dufresne-Henry before mailing. Selectman Albee made a motion to sign the Letter Agreement from H. E. Bergeron dated August 16, 2004 for the Pre-Design Phase fixed fee of $2,265.00. Any additional work would be charged on an hourly basis. Seconded by Selectman Stockman with all in favor.

 

Selectmen approved and signed the following:

  • Intent to Cut for Garrett
  • Notice of Appointment for Matheson
  • Current Use-Land Use Change Tax Lien Release for Hertel
  • Letter to Bud Fitch, Assistant Attorney General

 

Selectmen reviewed the stump-grinding estimate from Outdoor World of NE. Fred Sargent said that this would not be done until next spring. The cost to take care of the current stump pile is approximately $8,500.00. This is an accumulation of almost twenty years.

 

Selectman Albee and Joe Kowalski reported they had spent some time at the Transfer Station to look at other options for the placement of the compactors.

 

Selectman Albee will attend the LGC conference and has the board’s authority to vote for the Moultonborough proposal.

 

Chairman Weeks advised that permission was given to block off Piper Road in order to give the extensive work done recently a chance to settle and compact.

 

The meeting was adjourned at 8:00 PM.
