MEETING OF THE SELECTMEN

Selectmen present:  Susan Weeks, Bill Stockman and Chip Albee.

 

Selectmen reviewed mail, which included: Building Permits for Bob & Jean Holihan, Paul & Josephine Belville; Certificate of occupancy for Laura & James Cuneo; Inspection reports for Morrill, Neeley, Pope, Townsend; Property Transfer from Trust to Weston Dyer Burnett, Douglas & Judith Larosa to John & Judith Leccese, Stephen & Syndra Shackford to Robert & Karen Reed; NHDES Notice of Administrative Completeness for Thomas & Barbara Pixton; NHDES Notice of Denial for John Dorn; Notice of public meeting re: proposed subdivision – estate of Henry Tupeck; Coalition Communities; Memo re: interest in purchase of town property; Police Dept. Minutes: The Selectmen’s meeting minutes of 8-9-04 were approved.

 

At approximately 6:30 Selectmen met with Ed Bergeron and Patty Corbett regarding the County Road Bridge contract with Moores Marine. Mr. Bergeron reported that a meeting was held earlier this afternoon with Moores Marine to go over the project. Several issues were addressed:

  • The insurance certificate will be changed to include H. E. Bergeron.
  • It was recommended that paving be done while waiting for the bridge to be delivered.
  • Suggested paving up to Harvest Road. Mr. Bergeron will check with the state to see if this can be included.
  • No change orders unless previously approved.
  • One payment application per month – 1st Monday for previous month.
  • 10% retainage, which may have to be paid in the spring if additional cleanup needs to be done.
  • The town representative is Susan Weeks; contractor rep is Peter Ross and engineer rep is Ed Bergeron and Patty Corbett.
  • County Road will be closed from approximately 8/25/04 to 11/25/04.

Fire Chief Adam Thompson questioned whether or not a dry hydrant could be installed during construction. After some discussion it was decided that it would be a better idea to place it at the High Street bridge location since there is more water at that point. Chief Thompson stated that there are 11 dry hydrants and ponds and 2 cisterns in town.

 

Selectmen reviewed the Town House renovation plans and decided to put it out for bid. The notice will be in the next 2 issues of the Granite State News. The bids will be opened at a special meeting of the Selectmen on September 7 at 4PM. The work can be started after the Primary on September 14th and is to be done before the November elections.

 

At approximately 6:55 Selectmen met with Fire Chief Adam Thompson. Chief Thompson reported 131 fire, 73 medical and 18 service calls for a total of 223 to date. Last year at this time the total was 187. There have also been 17 oil burner and 6 stove & chimney inspections. Chief Thompson reported that all background checks have been completed and he recommends the appointment of Susan Matheson as a firefighter. The Selectmen will vote on this next week when the appointment has been drawn up.

 

Chairman Weeks responded to the letter from residents of Wharf Road. The solution to the problem of the geese is unknown. The issue of enforcement of the posted rules has been referred to the Police Dept. It was suggested that residents call when they see any illegal behavior.

 

The Coalition Communities has scheduled a meeting with the candidates for governor  on Sept. 7 at the Portsmouth City Hall. There are tickets reserved for each Coalition town. This is a great opportunity to question the candidates about the statewide property tax.

 

Joe Kowalski stated that he has not seen anyone doing monitoring of the landfill. Selectmen advised that the NH DES would inform the town if this were not being done. The grass on the landfill continues to fill in but Selectman Stockman feels there is about 20-30% that will not because of too much SPF and not enough topsoil. Selectman Stockman will contact Tom Sweeny of Dufresne-Henry.

 

Selectmen also discussed putting 4 parcels of town owned property out to bid. Selectman Stockman made a motion to sell by sealed bid the following properties – 69-2-25, 70-2-43, 70-2-53 and 70-2-73. Seconded by Selectman Albee with all in favor. The notice will be in the next two issues of the Granite State News. The bids will be opened at the special meeting of the Selectmen on September 7th.

 

The Selectmen approved and signed the following:

  • Intent to Cut for Hertel
  • Timber Warrant for Cubeddu

 

Selectman Albee spoke to Jay Poulin today about the Transfer Station project. It was agreed the bid could be broken down into stages to get the process moving. Selectmen agreed that an as built survey and soil testing definitely needs to be done. Chairman Weeks said that we have lost sight of the fact that the proposal was for the whole site not just a building. The schematic phase was to facilitate the discussions and decisions. This could be done at an hourly rate not a flat fee. Selectman Albee suggested they come up with a preliminary design that can then be discussed with HEB. The Selectmen agreed to go ahead with the as-built survey and then take it on an hourly basis. Chairman Weeks will speak to Jay Poulin and Selectman Albee will visit the Transfer Station. The Selectmen will discuss again next week.

 

 

 

Fred Sargent submitted a quote from Outdoor World of NE for stump grinding. To be discussed next week.
