Selectmen present:  Susan Weeks and Bill Stockman. Chip Albee was absent.

Minutes: The Selectmen’s meeting minutes for 7-19-04 were approved.

 

At approximately 6:15, Selectman Stockman made a motion to go into non-public session pursuant to RSA 91-A: 3 II (b) to discuss a personnel issue. Chairman Weeks seconded the motion. Roll call: Chairman Weeks – yes, Selectman Stockman – yes.

 

At approximately 6:50 Selectmen met with Ann Hackl regarding the proposed Cow Island Easement. It had been agreed last year that a public hearing should be held sometime during the summer to enable the island property owners to attend. A tentative date of 8/26 was chosen. Ms. Hackl will confirm after speaking to other Conservation Commission members and a representative of the islanders. Ms. Hackl said that in the meantime that signs should be posted to direct people to the town owned beach and backland, which could be used for hiking as there is an established trail system already in place. Chairman Weeks asked for an accurate map before posting signs to make sure it is not encroaching on anyone’s property. Chairman Weeks recommended that the Commission could look for the boundary pins and suggested the resources of the Parks & Rec Commission to help out.

Ms. Hackl also reported that she has met with Sara Perry to continue with the old graveyard restoration. There is particular concern with the Horn-Jenkins. There are 3 pine trees in the middle that should be removed. Ms. Hackl would like authorization to have Bill Williams remove the trees. The old cemeteries are under the control of the Selectmen and not the Cemetery Trustees. The Selectmen approved the request.

 

Chairman Weeks reported that she had spoken to Ed Bergeron and that the bids for County Road Bridge are due this week. There could be 3 or 4 bidders. Mr. Bergeron will be attending the next selectmen’s meeting and will announce the results at that time.

 

The Road Agent was in attendance but had nothing to report.

 

At approximately 7:15 Selectmen met with Eric Roseen. The playground replacement equipment will cost more than originally thought. The actual cost is $4027.26, which includes the freight. The playground does get a lot of use so it needs to be in good condition or taken down. The PTCO does not have any funds to help out. Betsy Frago suggested asking for donations. It was reported that Primex would be sending a representative out to inspect the town’s recreational facilities, which includes the beaches and playground. Selectmen approved the expenditure.

 

Chairman Weeks advised that the Selectmen would meet next week at 6 PM to discuss the Coalition Communities request. It will be open to the public but should not be reported in the paper.

 

Bill Donovan gave an update on the work done at the beaches. All beach work has been completed. Sand was added last week. A schedule of volunteers to maintain the beaches needs to be set up once he is able to meet with Ted Bense.

 

The memo from Skip Hurt regarding the reval booklet will be placed in the budget folder for next year.

 

The client evaluation for H. E. Bergeron is to be done next week.

 

Selectmen signed the Agreement and Release for Steve Plante.

 

The Appointment of Andrew Brousseau will be held until term limits are determined by the Parks & Rec Commission.

 

Chairman Weeks stated she is working on a response to the Attorney General’s report of the review of the town’s handicap access to voting at the Town House. Most of the items will be addressed by the renovations already approved.
