Minutes: The Selectmen’s meeting minutes and non-public session for 6-28-04 were approved.

 

At approximately 6:15, Selectman Albee made a motion to go into non-public session pursuant to RSA 91-A: 3 II (b) to discuss a personnel issue. Selectman Stockman seconded the motion. Roll call: Chairman Weeks – yes, Selectman Stockman – yes, Selectman Albee – yes.

 

At approximately 6:35 Selectmen met with Bill Donovan who presented a plan for maintenance of 19 Mile Bay Beach and Melvin Wharf Beach. In speaking with Eric Roseen and Mary Ann Murray of Parks and Rec. he had a good idea of the items needing maintenance, which would include; clean up large amount of rocks, add beach sand, regrade, trim weeds and check beach 5 times a week. Mr. Roseen had requested that dollar amounts be included but Mr. Dononvan stated that most of the work could be done on a volunteer basis. Chairman Weeks said that Parks and Rec should be consulted regarding anything that would have to come out of the budget and Ted Bense should be called as he has been doing some work at the beach and efforts would have to be coordinated. In order to replenish sand at the beach a permit from the state is needed. The town’s original permit will be checked since it was mentioned that part of the agreement when the beach was created was that no more sand could be added.

 

At approximately 6:55 Selectmen met with Transfer Station Supervisor Fred Sargent. Mr. Sargent reported that the facility has been very busy. Joe Kowalski submitted a report of the amount and cost of waste hauled out of town, which showed how much is saved by recycling. The amount of trash is up about 12% and recycling has been increasing. Selectman Albee said it is important to let the townspeople aware of this savings, which is approximately $5,000.00. Recycling has brought in about $1,100.00 in revenue. It was decided to put a written summary in the next issue of the Tuftonboro Times. Mr. Sargent was notified that the Selectmen approved Paul Palmer’s increase in salary as he has successfully completed his 3-month probation. Mr. Sargent advised that the number of hours of use for the traxcavator was incorrectly reported as 4,000 but is actually 11,000. Everyone who has expressed interest has been notified.

 

Chairman Weeks reported that the HEB proposal for engineering services for the transfer station was faxed for review today and will be discussed next week.

 

At approximately 7:10 Selectmen met with Code Officer Ted Wright. Mr. Wright reported a total of 70 permits issued so far this year with 25 being new homes. Mr. Wright also reported on an issue with a building on Old Pasture Lane. There is a problem with setbacks and height of the structure. The construction is 41’ high which is different than the original plans and is over the 35-foot zoning requirement. The owner is not willing to spend any money to have a survey done and will require any equitable waiver. Mr. Wright said that he has seen a trend this year, where the construction is started in violation of a zoning ordinance, which then needs a waiver. So far about 5 or 6 equitable waivers have been applied for. Selectmen agreed that the construction must be shut down and suggested he meet with the ZBA to discuss his concerns. Chairman Weeks advised that the power to require a survey if any setbacks are in question is given to the Code Officer in the zoning ordinances. The Code Office will be closed Thursday July 29th.

 

At approximately 7:25 Selectmen met with Police Chief Andy Shagoury. Chief Shagoury presented a proposed sign for Union Wharf that will state that there is no overnight docking. The Selectmen approved the sign. Still waiting to hear if the AOC will expand their hours to be open on Monday and for the letter of support from the Chiefs of Police. Selectman Albee questioned Chief Shagoury about the incident with the bear on Tuftonboro Neck Road a couple of weeks ago. Chief Shagoury related the sequence of events to the satisfaction of the selectmen. The incident was under the control of Fish & Game. A problem with speeders at 19 Mile Beach was referred to the Chief.

 

Selectman Stockman reported on the Islanders Association meeting on Saturday. Both Chief Thompson and Chief Shagoury attended the meeting. Major issues were noise, bears and insurance.

 

Resident Skip Hurt requested that the reval booklet that is to be sent to every property owner also include the property id’s in numerical order. Selectmen were concerned about the increased cost. Chairman Weeks announced that a revaluation meeting has been scheduled for Wednesday July 21st at Tuftonboro Central School and invited Mr. Hurt to attend.

 

Selectmen discussed the letters received regarding the controversy about the 50’ right-of-way on Brown Road and Lower Beach Pond. The selectmen will respond to one part of the issue and the Planning Board to a couple of others but basically it is a civil problem.

 

The Selectmen voted to approve and sign the following:

  • Burnt Rock, Inc. – Agreement for Planning Services
  • Pike Industries Contract
  • Board thank you letters for Cookson, Coulter, Jeffers, Wood
  • Supplemental Timber Warrant for Barton
  • Unlicensed dog warrant
  • Appointment of Officer for Hunter
  • ACH authorization for IRS
  • Forest Protection Co-operative Agreement
  • Right to Burial for Belding

 

Chairman Weeks reported on the bid process for County Road Bridge. Ed Bergeron has advised that only one contractor has shown any interest so he proposes canceling the pre-bid conference and stopping the whole bid process until January when presumably more contractors would be available. The Selectmen approved the cancellation of the pre-bid conference and will discuss the bid process with Mr. Bergeron at next weeks meeting.

 

Chairman Weeks and Selectman Stockman met with Wes Flierl last week and approved the plans for the renovation of the Town House. Mr. Flierl will put together a bid package.

 

Chairman Weeks is still working on the Temporary Dwelling Permit.

 

Selectman Albee will pursue the Piper Road bond issue and make a recommendation next week.

 

 Selectmen briefly discussed the tree cutting proposed by the Wolfeboro Scenic View Committee. It was reported that the Wolfeboro Selectmen discussed it last week and decided to respond to Tuftonboro’s letter from September of 2003 and scheduled another meeting with the Scenic View Committee in August.
