Selectmen reviewed mail, which included:

Minutes:
The Selectmen’s meeting minutes for 5-17-04 and 5-24-04 have been approved.
6:30 PM: Ken Cookson and Dick O’Shaughness
y, of the Tuftonboro Association, discussed the Roadside
Cleanup project. The event will be held Saturday, June 19, 2004, from 9 AM –12 Noon,
rain or shine. It will kick-off from the Town Office where trash bags will be
supplied and collected at the conclusion of the project. This week an advertisement will appear in the
Granite State News, and posters will be distributed defining the project and
soliciting volunteers. Next year this
project will be publicized at the Town Meeting, and planning will start earlier
than this year.
6:40 PM: The
Code Enforcement Officer, Ted Wright, has issued 54 building permits,
(18 of which are new home construction), to date. He has received complaints of
an on-going problem with a residential junkyard. Mr. Wright spoke with the resident and informed
him of the course of action to be taken for problem resolution. Mr. Wright spoke with a Bowker
Road resident about the requirements to install a
lavatory within a garage. New residents
have requested recommendations from the Code Enforcement Officer for
vendors/tradesmen to perform work. Mr.
Wright will compile a list of vendors/tradesmen that want to be included in the
list for people requesting services.
Also, Mr. Wright will develop a list of requirements to be performed
before a Certificate of Occupancy will be issued. Well inspections will be required in the near
future. This will be included in the CO
list, as this is the responsibility of the well drilling company. Mr. Pigott raised concern that this “list”
might be construed as conflict of interest.
Selectman Weeks felt that Tuftonboro is such a small town, that new
comers do not where to find septic designers, etc. Selectman Albee requested that Mr. Wright develop
the list and the Board of Selectmen would review it. Code Enforcement Officer Wright and Fire
Chief Thompson will go to the islands June
8, 2004, to see that laws are being observed, i.e., building, wet
lands (DES issues). Building permits
will not be issued to those disregarding the law. The door to the Code Enforcement Office will
need to be removed and a new casing installed.
Selectmen Weeks and Albee stated that work to be done on the door and
possibly at the Town House might go to a tradesman on a time and material work
order, as the jobs are small. This would
be funded through the budget for Government Buildings. Mr. Wright will not be available for
scheduled office hours on Thursday,
June 24, 2004. He will
notify the public with an ad in the newspaper, posting, and notification on the
Town Web-site.
7:00 PM The Selectmen reviewed the Town House
architectural drawing. Discussion was on
the entry-way options. Selectman Albee
wants to revisit the building to ensure the drawing is appropriate to the
historical style of the building.
The parking lot is to be regraded
as the existing lot is defective. This
project is funded and should go out to bid.
Selectman Weeks would like this work completed by the September primary,
but was doubtful that was enough time.
7:10 PM Police
Chief Andy Shagoury gave PD press releases to the Selectmen for their
review. The Chief stated he has received
the grant for body armor; ($681.80 which is half the cost of the
purchase). The state-approved, new set of
homeland security grants has been received, $2,400 to be divided between the
Police Department and the Fire Department.
Chief Shagoury has two candidates for the open officer positon, and has
made a conditional offer to one candidate.
Mr. Blazick, Mr. Pigott, Mr. Kowolski, Mr. Eaton, Mr. Laase, Chief
Shagoury, Selectmen Weeks, Stockman, and Albee discussed the various
demographic facts, statistics and changes that warrant a 4th police
officer. The hiring of the Sheriff’s
Department and the State Police to work hours was discussed. Selectman Weeks stated how lucky we are to
have the Police Officers we have, as in the past two years they have worked
many, many extra hours. The Chief notified the Selectmen, that Koda, the police
dog, will be retiring next Monday, June 14, 2004. Selectman Albee requested Chief Shagoury
(with other Chiefs of Police in southern Carroll County), compile a letter to
the Court, requesting a judge be in
court and court hours be increased to include Monday sessions. The round trip to the Conway Court for Monday
arraignments is very time consuming, and the Conway court times may not always
be able to adhere to scheduled court times.
All Selectmen agreed to the drafting of the letter. Chief Shagoury stated that a few boats have
been left overnight at Union Wharf.
Selectman Weeks requested that the Chief compose the wording, and have a
sign made for posting notifying boaters of 4 hour docking – no overnight
docking.
7:50 PM approximately, the Selectmen discussed the Personnel
Plan Appendices. Selectman Weeks
suggested that the wording in Appendix F1 be changed from “non elected heads” to
“department heads”. Selectman
Stockman was concerned about the sequencing of some provisions. Selectman Albee felt that employees must work
under the same contract, not two personnel plans. Gary Chehames of the Personnel
Plan Committee joined the Selectmen in discussion of the above concerns. Selectman Weeks stated that the Board of
Selectmen had previously accepted the plan and after using it, it can be edited
and modified as needed. This meeting was
scheduled for review/acceptance of the Appendices. A motion to accept the Appendices to the
Personnel Plan was made by Selectman Weeks.
Seconded by Selectman Stockman.
Opposed by Selectman Albee.
8:40 PM approximately, the Transfer Station Site Plans were
reviewed. The Selectmen decided to have
the compactors put in the “grassy” area across from the Building. Mr. Kowalski stated: “The plan was going to
work out fine.” Selectman Albee asked if
there was a cover for the new compactor.
Mr. Kowalski said they are working on a temporary shelter for an
employee there.
Selectman Stockman commented
on the cemetery mowing problems, and that the Cemetary Trustees were
charged with resolution to the problem.
Selectmen Weeks and Albee will be attending the meeting for
the Coalition Committee on Tuesday, June
8, 2004.
The meeting was adjourned at 8:45 PM.
