Minutes:
The Selectmen’s meeting minutes for 6-14-04 have been approved.
The meeting started at 6PM
in order to meet with DRA and Avitar to review the upcoming revaluation
process. In attendance were David Hynes, DRA, Gary Roberge, Loren Martin and
Allie, all with Avitar, Ms. Martin will supervise the project and Allie will be
the data collector for most of the town. Mr. Hynes requested a copy of our town
maps, which he was given. Mr. Hynes then briefly reviewed
DRA’s role in the reval. Mr. Hynes will monitor all activities and sample a
number of properties to check for accuracy. Since he will receive the property
record card after data entry he will be able to verify both the data collection
and data entry for accuracy. Mr. Hynes will also revisit properties to
crosscheck the interior and exterior measurements and notes. He will use the
CS-1, which is the standard for data grading. If by chance anything is found it
will be presented to Avitar first for clarification and then report to the
Selectmen. The Selectmen are required to confirm that they have received the
reports. It was noted that Avitar would also be doing their own
quality control. Mr. Hynes stated that he has not had any issues with Avitar in
any of the towns he was associated with. It was again stated that all data
should be collected. It is much easier to respond to questions when all
information is available. Mr. Roberge said they would be ready to start this
coming Monday.
At approximately 7:00
Selectmen met with Ken Cookson. Mr. Cookson reported on the roadside cleanup
organized by the Tuftonboro Association. Approximately 20 people participated
and were able to do all of 109A, 109 to Tuftonboro
Neck Road and many of the other main roads in town
before it started to rain. Mr. Cookson was pleased and stated that it would be
started earlier next year, which should improve participation.
At approximately 7:05
Selectmen met with Fire Chief Adam Thompson. Chief Thompson reported 92 fire, 47 medical and 11 service calls. Twelve oil burner
inspections and 4 chimney. Chief Thompson explained
that he has an option to obtain a 1977 one-ton pickup 4x4 military surplus vehicle,
which would be used as a forestry truck. It is in good running condition and
there would be no cost to the town. This is administered under NH DRED. Chief
Thompson said he would look over all maintenance records before accepting the
vehicle, which had been used by Wakefield.
The Selectmen approved the Chief’s recommendation. Chief Thompson said that the
fate of the generator being used at the school is still unknown but he should
hear shortly. The new fire truck is scheduled for delivery on 1/22/05. The Yamaha Jet
Ski has arrived. Chief Thompson spoke to Todd Shannon about the fire pond on
his property. Mr. Shannon is currently in the permit process. He may dig it out
and make it into a pond. He discovered that the pond was not put in by the
town, but is an old foundation.
Chairman Weeks advised that the meeting scheduled last week
at the Town House had to be cancelled. It has not been rescheduled as yet.
At approximately 7:25
Selectmen met with ZBA Chairman Bob Murray to discuss appointments to the
board. Mr. Murray felt that Anthony Lyon should be made a full member. After
some discussion Selectman Albee made a motion to appoint James Cubeddu for one
year and Anthony Lyon for 2 years. Seconded by Selectman
Stockman with all in favor. A motion was made by Selectman Albee to
reappoint Bob Murray and Niel Hansen to three-year terms. Seconded
by Selectman Stockman with all in favor.
The Selectmen then discussed Planning Board candidates.
Selectman Albee made a motion to appoint Joan Theve and John Cook to the
Planning Board. Seconded by Selectman Stockman. Before
a vote could be taken Ken Cookson spoke in favor of reappointing Barbara Wood.
Selectman Albee said that he was not in favor of Ms. Wood’s appointment.
Chairman Weeks said she supports the appointment of Theve and Cook. Barbara
Wood was in attendance and again spoke in her defense. The Selectmen voted
unanimously to appoint John Cook and Joan Theve to the Planning Board.
The Conservation Commission has two members whose term
expires this month. David Jeffers asked to not be reappointed. Selectman
Stockman made a motion to reappoint David Durnam. Seconded by
Selectman Albee with all in favor. Chair Ann Hackl has a couple of
people she is considering to replace Mr. Jeffers.
Selectmen reviewed the temporary dwelling permit draft. It
will need some adjustment. Chairman Weeks will review with town counsel.
Selectmen approved and signed the following:

Village Water & Sewer District 5-year Septage Agreement
Selectmen discussed the possibility of another town owned
property sale. The request from Carville Duncan will be put in the file.
The meeting was adjourned at 8:30
