TOWN OF TUFTONBORO
Selectmen present: Susan Weeks, Bill Stockman and Chip Albee.

Minutes: The Selectmen’s meeting minutes for 3-29-04 were accepted.
At approximately 6:30 Selectmen met with Code Officer Ted Wright. Mr. Wright reported a trailer on Union Wharf Road that should be condemned, as it is a safety hazard. It was decided to speak to the property owner before Selectmen take any further action. There is also a trailer on GWH that now has an addition with a woodstove. The doorframe on the door in the Piper House will have to be replaced. Mr. Wright will get an estimate on the repair. Mr. Wright mentioned the ongoing problem with junkyards. Chairman Weeks advised to go by the statutes and be consistent. Town Counsel will be contacted for an opinion on the fines as published initially by the town and the need to issue new notices.
At approximately 6:50 Selectmen met with Gerry Holmberg regarding the town’s request for a surety bond before any work is started on repairing Sandy Knoll Road. Mr. Holmberg would prefer a lien be put on his property in the event the work is not completed and the road is left in a worsened condition rather than a $25,000.00 bond. Selectmen advised Mr. Holmberg that they would not have any problem with his suggestion and advised him to have Town Counsel draw up an agreement.
Transfer Station Supervisor and Joe Kowalski advised that a few proposals for the fence have been received. There is a state law that requires the fence be 42 inches high to keep people from falling in. Selectmen asked the code officer to contact Tom Sweeney at Dufresne-Henry regarding the fence. Mr. Kowalski has been checking the different towns to see how they handle the stumps and brush. Each town has it hauled away. Selectmen Stockman felt that the brush should be charged the same as stumps. Selectmen asked Mr. Kowalski to find out how much the private contractors in town charge for hauling the stumps and brush.

Chairman Weeks explained that the two applications for veterans credit were sent to DRA for their review and it was determined that they are both ineligible. The Selectmen do not have any discretion regarding the decision.
Selectmen discussed possible candidates for the Public Safety Needs Assessment committee. Chip Albee was incorrectly reported to the GSN last week as Selectmen representative, it was actually Bill Stockman who volunteered. George Elkins said that he would be interested in serving on the committee. A letter will be sent to set up the initial meeting.
The Personnel Committee will meet on April 23rd at 8:30 to go over several issues that have come up.
Chairman Weeks and Selectman Albee will attend the Carroll County Selectmen’s Forum hosted by Moultonborough on May 1st.
Chairman Weeks advised that the issue regarding the sale of town property has been clarified. All former owners have the right of repurchase in the three years after the property is taken by tax deed. If the town sells the property in the first 3 years then any proceeds over and above the taxes, fees, etc. is paid to the former owner. The former owner has 10 years to contest the validity of the deeding. The town has to sell by public auction or sealed bid. After some discussion the Selectmen agreed that the cleanest way to handle the situation at this point is for Mrs. Magistrelli to deal with the former owner. The property has been in town possession less than three years. Chairman Weeks drafted a letter to Mrs. Magistrelli to that effect.
At approximately 7:50 Selectmen met with Police Chief Shagoury. Chief Shagoury reported that the satellite training system has been installed. Selectman Albee had some questions for the Chief about the information submitted on the cost of the fourth officer and the new cruiser as requested last week. Several alternate suggestions were made and discussed.
At approximately 8:20, Selectman Stockman made a motion to go into non-public session pursuant to RSA 91-A: 3 II (b) to discuss a personnel issue. Selectman Albee seconded the motion. Roll call: Chairman Weeks – yes, Selectman Stockman – yes, Selectman Albee – yes.
At approximately 8:30 Selectmen went over the Avitar contract in preparation for Tuesdays meeting with Gary Roberge.
