Selectmen present:  Susan Weeks, Bill Stockman and Chip Albee.

Minutes: The Selectmen’s meeting minutes for 4-5-04 were accepted.

 

At approximately 6:30 Selectmen met with Gary Roberge of Avitar Associates. Mr. Roberge brought the revaluation contract for signature. He submitted his 2003 audit for review by the Selectmen pending receipt of a letter of financial stability. Before signing the Selectmen discussed the issue of 2 approved subdivisions (Hackl and Whitten Brook) in current use and presently billed under one parcel number. The Selectmen and Mr. Roberge agreed that these properties would not add to the overage and would be counted as 2 parcels. The Selectmen and Mr. Roberge signed the contract. Mr. Roberge will send a copy to the DRA and then a meeting will be set up between Mr. Roberge, Dave Hynes from DRA, the Selectmen and the Administrative Assistant to go over the process. Mr. Roberge said he would send a list of extra features that should be considered. He advised it is generally better to pick up everything and determine value later. No features are allowed to be eliminated globally. The Selectmen thanked Mr. Roberge for his time.

 

At approximately 6:45 Selectmen met with Pat Mancuso who was representing the PTCO at Tuftonboro School. He presented a proposal for a 20x40 hopscotch and jump rope pad for approval by the Selectmen, as the town owns the land. It would be situated by the entrance on the right hand side of the shrubs and level with the parking lot. Chairman Weeks asked for additional information regarding the slope and a revised drawing and would also like to make a site visit. Mr. Mancuso agreed to get the additional information requested and would have the site staked.

 

At approximately 6:55 Selectmen met with Fred Sargent. Mr. Sargent reported that the front loader was delivered last week. New employee, Paul Palmer, started work last Wednesday. Joe Kowalski advised he is still working on the stumps and brush and should have a report ready in a couple of weeks. Selectman Stockman advised he had walked the closed landfill site and found very little erosion. Tom Sweeney will be contacted to see if there is a final inspection date.

 

Chairman Weeks said she has rethought the issue of the agreement with Gerald Holmberg. She feels that Mr. Holmberg should have his lawyer draw up the agreement not town counsel. Chairman Weeks will contact Mr. Holmberg.

 

At approximately 7:05 Selectmen met with Fire Chief Adam Thompson and TFA president Lloyd Wood. Mr. Wood submitted a report on the Firefighters Association and again thanked the town for its support. The Association’s main issue this year will be house numbers. It was unclear if there is an ordinance for mandatory compliance.

 

Chief Thompson reported 55 fire, 23 medical and 8 service calls for a total of 86 so far this year. The Chief reported on the fire on Whortleberry Island on Wednesday. One house was lost and 4 acres were burned. A total of 11 lots were affected with 40-45 firefighters on the scene. An airboat was borrowed from West Ossipee to get men and equipment to the island. The grant the department has submitted would be for an eighteen-foot airboat, which is slightly larger than the borrowed boat. The new fire truck has been ordered and is due 270 days from April 9th. The department has been contacted by Parks and Rec to help with the ice rink. The Mirror Lake station also had the satellite training installed and will evaluate the product. The information requested by Selectman Albee is taking much longer than anticipated to put together but should be available soon.

 

Selectman Stockman asked if there was any merit in re-instituting the alternating Selectmen’s meetings. The Selectmen used to meet mornings and nights every other meeting. After some discussion it was decided that the morning meeting is not a good idea since attendance has been much greater at the night meetings.

 

Resident Bruce Piggot had some questions for the Selectmen on the budget.

 

Selectman Albee said he spoke to Scott Carr at the Sheriffs Department about doing contract work for the town in the event a fourth officer is not hired by the summer season. He said this might be an option for coverage of vacations, sick time, etc. Chief Shagoury will look into it.

 

Suggestions for revising the Nineteen Mile Bay parking permits and procedures were submitted. Selectmen will discuss next week.

 

Fran Laase said that there is a lot of debris in the water at Nineteen Mile Bay and wanted to know what can be done about it. It is apparently a bob house that broke apart. Chief Shagoury will be asked to contact Fish and Game.

Selectmen briefly discussed excavation pits and the need for closure plans.

 

The meeting was adjourned at 8:15 PM.
