TOWN OF
Selectmen present: Susan Weeks and Bill Stockman. Rick Chellman was absent.
Selectmen reviewed mail, which included: Application to Raze/Demolish for Urda; Approval for Operation for Richard G. Allen; Memo re: road postings; Property Transfers from Walter J. Jamitkowski, Jr. to James & Margaret Griffin, James M. Vittum to White Mountain Custom Homes, LLC, Ruth E. Sheridan to Maryann Lynch; Letter of thanks to Chief Shagoury from Lakeview Neurorehabilitation; Coalition Communities; Ray Burton report; Audit Response from DTC at Law; Copy of response faxed to Institute for Justice; Primex Prime Times; Letter from Adelphia re: status; NHDES notice of denial for Shapiro; NHDES letter re: manganese landfill monitoring; Aries Engineering re: PAK 2000 Groundwater Monitoring for 2004; HealthTrust Benefits Bulletin; Primex 2004 Annual Conference.

Minutes: The Selectmen’s meeting minutes for 2-23-04 were accepted as corrected.
At approximately 6:30, Selectmen met with Sue Harubin. Ms. Harubin wanted to know the procedure for getting a certificate of occupancy for Heartworks or a letter from the Selectmen saying it is ok to work as an aesthetician at Heartworks. Before she can get a shop license the state has to inspect the premises but they will not do that until she is given the certificate or letter. Selectman Weeks explained that Heartworks was originally given approval by the ZBA for a special exception and the conditions of operation restrict it to its current use. In order to change that, Ms. Harubin would have to submit an application to the ZBA and request the terms be modified. Ms. Harubin thanked the Selectmen for their advice.
At approximately 6:55, Selectmen met with Fire Chief Adam Thompson. Chief Thompson offered the Brindlee Mountain lease agreement to the Selectmen for their review. The truck was picked up last week and is in service. Selectman Stockman made a motion to sign the agreement. Seconded by Selectman Weeks with all in favor. Chief Thompson also presented a three-page letter that was sent to Brindlee Mountain listing anything wrong found on the truck. This will eliminate any problems when the truck is returned.
Chief Thompson submitted paperwork for a state grant – Homeland Security Grant Program Equipment Distribution - that needed the Selectmen’s endorsement. This grant will provide the Fire Department with 6 digital radios for use on the apparatus.
Three members are scheduled for Instructional Techniques for the Company Officer and four members are scheduled for Driver/Operator Pumping Apparatus.
Total calls to date – 35 fire, 16 medical and 3 service. This is down from last year because of a decrease in mutual aid calls.
Chief Thompson met with HME regarding the new fire truck and has the contract for the Selectmen’s review and approval pending town meeting.
At approximately 7:20, Selectmen met with Police Chief Andy Shagoury. Chief Shagoury attended a Project 54 meeting at UNH for a demonstration of voice-activated equipment. It can be used for radios, video and radar. The Town is on the list to have one vehicle equipped through a state grant. The new dispatch software is in and up and running. It provides much better logs and more information. No further progress on the fourth officer. Chief Shagoury also mentioned that he was not able to get a cost for the satellite training after the first free year is up.
Selectman Weeks made calls to the two companies that submitted bids for the new compactor. Atlantic Leasing confirmed that the price of $11,950.00 included installation and freight. Waiting for a call back from Maguire. Joe Kowalski suggested a meeting with the vendor before ordering the compactor to make sure was exactly what was needed. There was also concern about shoveling snow around the structure.
Selectman Stockman made a motion to approve the landfill monitoring agreement with Dufresne-Henry. Seconded by Selectman Weeks with all in favor. The other two items from Dufresne-Henry will be signed after the letter of explanation is received.
Chief Shagoury stated that there has been some talk on the town web site about the parking ordinance. After some proposed changes from the Administrative Assistant it was decided to revisit the subject after town meeting.
Selectmen will go over the appendices and job descriptions in the Personnel Policy and discuss further next week. Mr. Kowalski mentioned again the way the holiday pay is worded in the policy and the need for clarification.
