Selectmen present:  Susan Weeks, Bill Stockman and Chip Albee.

Minutes: The Selectmen’s meeting minutes of 11-29-04 were approved and the meeting minutes of 12-3-04 with a minor change.

 

Items for Signature: Appointment of Anne Chapel as Deputy Town Clerk; Intent to Cut for Page.

 

At approximately 6:30 Selectmen met with Code Officer Ted Wright. Mr. Wright went over the various letters he sent out this past week in response to code violations – building without a permit, building without a permit in wetlands, septic failure, etc.

Chairman Weeks discussed the latest Town House drawings from Wes Flierl with the Code Officer. Chairman Weeks felt the existing back door could be eliminated. Mr. Wright was in agreement.

 

The proposed holiday schedule for the Transfer Station was finalized; Fred Sargent will review it before posting.

 

The Selectmen approved and signed the following:

  • Intent to Cut for Page
  • Appointment of Officer for Chapel

 

The Selectmen’s meeting on December 27th has been rescheduled to Tuesday December 28th at 8:30 am.

 

Transfer Station Supervisor Fred Sargent reported that the tires were picked up last week.

The Selectmen decided to schedule additional meetings to discuss the more involved budgets.

 

Selectman Albee wants to make sure that Wayne Cheney has seen the easement for his property. Chairman Weeks reported that Ann Hackl would make sure he sees it.

 

Selectmen discussed the purchase request for software to handle a new requirement for the Town to report Capital Assets (per GASB 34) on the 2004 audit. This requirement will also mean additional cost for the audit. After some discussion the Selectmen felt that once the data is gathered it should be easy to maintain the information manually. More information on what the software does is needed. Selectman would also like more info on the increase cost of the audit.

 

Chairman Weeks has investigated the cost of a part-time Town Manager provided by MRI. MRI has personnel on staff that can work for the town as assistant to the Selectmen on a part-time as needed basis. She felt that 8 hours per week was sufficient. The cost for this would be $50 to $65 per hour. The Selectmen discussed the pros and cons but did not make a decision.

 

Selectman Albee stated that they do the budget process backwards – the budget committee should prepare the budget and present to the Selectmen not the other way around. This would alleviate some of the pressure on the Selectmen.

 

The Winnipesaukee Watershed Association requested $500.00. This has been put in the Conservation Commission budget.

 

The Budget Committee is meeting tomorrow at 7 pm.

 

The Financial Administration and Election budgets were presented. This led to a discussion about health insurance costs. Selectman Stockman wants to resolve this issue before going further. The way it is now there is no incentive for employees to switch to Lumenos. Selectman Albee stated that he does not agree to raises this year. Chairman Weeks said that in order to resolve the insurance issue changes to the Personnel Plan would have to be done first. After some discussion Selectman Albee made a motion that all salaries be frozen at the 2004 rate for employees with health benefits. Seconded by Selectman Stockman. Selectman Albee and Selectman Stockman in favor, Chairman Weeks opposed. All budgets already presented will be redone for the Budget Committee.

 

The cost for the letter-folding machine was transferred from Election to Financial Administration. Both budgets were approved and will be presented to the Budget Committee.

 

The meeting was adjourned at 9:05 pm.
