Selectmen present:  Susan Weeks, Bill Stockman and Chip Albee.

 

Selectmen reviewed mail, which included: Building Permits for Randy Owen, Karen Nemeth & Richard Bowe; Plumbing Permit for Harold Isley; Inspection reports for Crouse, Wood, Dow, Urda, Parsons, Cote, Marriott, Thomas, Isley, Eaton; Property Transfers from Museum Lodges to The Leslie R. Evans Living Trust, William & Linda Kleinhenz to Alexander Hunt & Kerry Librandi; Minimum Impact Expedited Application for Michael & Mary Jarvis; Permit by notification for Harwood Hoover; Standard Dredge & Fill for Ronald L’heureux; Notice of Administrative Completeness for Ronald L’heureux; BTLA final Date of Notice of Tax – October 28, 2004; NRRA re: wetting down of containers; Timothy Sullivan re: Cheney Farm; LGC re: Request for Surviving Spouse Coverage Policy; Conservation Commission October Minutes; 2005 Standard Mileage Rate Set - .405 per mile; ZBA Notice of Hearing for Owens; Parks & Rec 11/4/04 minutes and 12/2/04 agenda; NHLA Lakeside.

 

 

Minutes: The Selectmen’s meeting minutes of 11-15-04 were approved.

 

Items for Signature: Supplemental Warrant for Caprarella; Abatements for Hersey, PAK2000; Equalization Certificate.

 

At approximately 6:30 Selectmen reported that performance reviews have been done for department heads so will need to meet with them in executive session.

 

Chief Shagoury spoke to the resident on Durgin Road regarding the licensed hunting range sign. The resident said it is actually a licensed hunting preserve. He was just looking to keep people from hunting on his property. Selectman Albee would still like to know if it is actually licensed.

 

Chuck Illig questioned whether or not all of Shirley Way would be paved, as the workmen told him that they were only doing up to the circle. The Selectmen advised that the road would be paved as much as the budget allows. Shirley Way was not on the schedule this year but there was some money left over so the road agent decided to pave as much as he could – it will help with the plowing in the winter. Mr. Illig stated that he does appreciate what is being done but he was just wondering about the rest of the road.

 

Transfer Station Supervisor Fred Sargent reported that the usual hauler for tires would not be picking them up this year. He has been having problems disposing of the tires. Mr. Sargent will contact NRRA to see if they can help.

 

Selectman Albee reported that Town Counsel would be calling the attorney, Finis Williams, involved in the PAK2000 lawsuit to see if he can get a copy of the decision.

 

Selectman Albee made a motion to go into non-public session pursuant to RSA 91-A: 3 II (b) to discuss a personnel issue. Selectman Stockman seconded the motion. Roll call: Chairman Weeks – yes, Selectman Stockman – yes, Selectman Albee – yes. Selectmen reviewed Performance Appraisals with Chief Shagoury, Chief Thompson and Fred Sargent and then reconvened in regular session.

 

At approximately 7:10 Selectmen met with Road Agent Steve Hunter. Mr. Hunter stated the same reasons as previously given for paving Shirley Way. Mr. Hunter reported that part of Dame Road would be paved on Tuesday. Selectmen would like to go over the road agent budget next week.

 

At approximately 7:20 Selectmen met with Gary Chehames to go over the progress on the labor pay grade chart. Mr. Chehames said he has the wage information for the past 4 years and is looking for a trend. The purpose of the chart is so that the Selectmen have a system to determine salaries each year. The chart will take into consideration cost of living increases and merit raises. Both Selectman Albee and Selectman Stockman raised the issue of health insurance, which has gone up 17% in 2005. They feel it should be part of a compensation package, which Mr. Chehames disagrees with. Chairman Weeks questioned whether or not the Selectmen could change the benefits for a new hire. Mr. Chehames said he would not be able to get the labor pay grade chart done for this year. Selectmen asked him to go ahead with it anyway. The issue of health insurance is still under consideration.

 

The Selectmen approved and signed the following:

  • Intent to Cut for Edgerly
  • Supplemental Tax Warrant for Caprarella
  • Abatements for Hersey, PAK2000
  • Equalization Certification

 

Selectman Albee felt the town should go forward with the suit against PAK2000.

 

The Building Inspection budget was approved for $31,999.00 and the Fire Truck Rental for $1600.00. The library budget will be discussed again next week after a breakdown of spending is provided to compare with next year’s request.

 

Selectmen discussed the Cheney Farm easement. It appears the US Government is the controlling authority. Tim Sullivan’s letter will be copied and sent to Ann Hackl to pass to the Cheney attorney. Mr. Cheney should be given a copy of the easement.
