TOWN OF TUFTONBORO
Selectmen present: Susan Weeks and Chip Albee. Bill Stockman was absent.

Minutes: The Selectmen’s public and non-public meeting minutes of 9-27-04 were approved.
Items for Signature: Appointment of Officer – Sheehy; Lien Release for Young.
At approximately 6:20, Selectman Albee made a motion to go into non-public session pursuant to RSA 91-A: 3 II (b) to discuss a personnel issue. Chairman Weeks seconded the motion. Roll call: Chairman Weeks – yes, Selectman Albee – yes.
Selectmen approved and signed the following:
At approximately 6:30 Selectmen were introduced to our new officer, Jamie-Lynn Sheehy. Ms. Sheehy was sworn in by Town Clerk Lea Quilliam. Chief Shagoury presented Ms. Sheehy with her badge.
At approximately 6:40 Selectmen met with Jay Poulin from H. E. Bergeron regarding the Transfer Station Project. Selectmen discussed several different site options with Mr. Poulin. The Selectmen agreed to let Mr. Poulin go ahead with the as-built survey.
At approximately 7:00 Selectmen met with Patty Korbet of H.
E. Bergeron regarding the County Road Bridge Project. Ms. Korbet presented Memo
#4, which listed additional charges for engineering services in conjunction
with the change orders previously approved.
The additional costs total $3,546.00. Selectman Albee wanted to know how
much of the additional charges Mr. Bergeron would own. Ms. Korbet stated that
the changes were due to unforeseeable circumstances. There was no way to know
that the stringers were damaged on top as only the bottom and sides could be
tested. The testing done on top prior to removal of the asphalt did not show
the magnitude of the rot. The additional paving was not in the original
scope of the job. The paving was included later because NHDOT was willing to
pay for 80% of the cost. Selectman Albee also questioned Ms. Korbet on the
charges for her time. Ms. Korbet advised she had to charge for her additional
time to meet with Selectmen and for the additional work required for the
changes. Selectman Albee stated that he has a problem with the amount of
increases and suggested a meeting with Ed Bergeron. Ms. Korbet advised that she
does not foresee any additional problems. The compaction testing will be done
on Wednesday and the road ready for paving by the end of the week. Selectmen
decided no meeting is necessary with HEB at this time.
At approximately 7:30 Selectman met with Steve Plante and Mary Hersey regarding Piper Road. After the extensive work was done on the road it was closed off to vehicles to let the road settle and compact. The contractor said it would take about a year. Mr. Plante stated that they have invested a lot of money in the road and with the high rate of traffic it was being torn up. There is also a problem with people dumping trash, shooting off guns and trespassing on their properties. Mr. Plante and Ms. Hersey just want to protect their investment. The road is closed with a nylon rope with a hook and has four no trespassing signs hanging from it. The Selectmen were unsure of the ramifications of the barring of the road and will refer to Town Counsel. In the meantime the Selectmen advised Mr. Plante and Ms. Hersey to remove the no trespassing signs from the rope and to post their own land.
Chairman Weeks reported that she spoke to Wes Flierl and Paul Kimball regarding the suggestion to put in a cement sidewalk. Mr. Flierl said it was a good idea and would be more durable. Mr. Kimball agreed to do the extra work for a cost of $1100.00.
Selectman Albee made a motion to change the contract with Kimball’s Lumber Center to include the cement sidewalk for $1100.00. Seconded by Chairman Weeks with all in favor.
The new voting booths were delivered today to the Town House today. The new door will take 6-8 weeks to arrive so a temporary door has been installed. Lighting for the outside of the Town House was discussed. An overhead can light will be installed at the entry and ramp lighting was suggested for the sidewalk. It would need 3 lights and cost a minimum of $150.00 each for vandal proof lights. The total lighting cost would be $800.00 to $1000.00.
