Minutes: The minutes of the 9/22/03 meeting were approved.

 

At approximately 6:30, Selectmen met with Fire Chief Adam Thompson. Chief Thompson reported on the calls received so far this year – 136 fire, 73 medical and 14 service for a total of 223. The propane training went well and 3 members completed the RTI course. Thomas Riley has applied for appointment to the Fire department. Chief Thompson recommended the appointment. Selectman Weeks made a motion to approve the recommendation by Chief Thompson to appoint Thomas Riley as a fire fighter. Seconded by Selectman Stockman, with all in favor. Chief Thompson refused to accept the cistern on Tuftonboro Neck Road, as it did not meet standards. The issues will have to be corrected before the Chief accepts the cistern. Engine 3 is still at Winners Circle Farm to be used for that property. Selectmen were concerned about the liability in using the engine. Chief Thompson will contact Primex for advice. Chief Thompson stated he would like to propose a Public Safety Building Committee to study the feasibility of a new fire station. The committee should include the Fire and Police Chiefs or people appointed by them and should comprise no more than 5 people. Several suggestions for other members were made. Chief Thompson will contact those individuals. The Selectmen asked Chief Thompson to also contact Wakefield and Moultonborough, since they have just recently gone through the process. Chief

Thompson felt the new building should be centrally located and that this might be a problem as land is limited. He also recommended keeping the Mirror Lake station and eliminate the Melvin Village and Winners Circle Farm stations. The Selectmen thanked the Chief for his time.

 

At approximately 6:50 Selectmen met with Gerry Holmberg regarding his property on Sandy Knoll Road. Mr. Holmberg would like to do some cleaning up of the road. The trees and brush are overgrown on both sides. He would like to cut back on one side and grade and widen the road to allow enough room for two cars. After some discussion the Selectmen advised Mr. Holmberg that he would be allowed to start cutting on his side of the road but he would have to wait until a modified Agreement and Release is signed before he starts grading.

 

Mr. Mitchell attended the meeting to help expedite the approval of his building permit. Selectmen reviewed the application and advised they saw no problem with it.

 

Reporter Ann McClure asked if the Selectmen still intended to discontinue that portion of old Route 109 at 19 Mile Beach. Selectmen said it would be considered for a Warrant Article in 2004.

 

Selectman Stockman brought up the issue of Wildwood Road and whether it is a class V or VI road. It was thought to be a class V but the Town has not done any maintenance on it in many years. Does it then revert to a class VI road? And if it is still a class V, is the Town liable since it has not been maintained. Town Counsel will be consulted.

 

Chairman Chellman reported that the Marriott’s are looking to discontinue Thomas Point Road.

 

Chairman Chellman stated that he noticed the landfill had not been seeded so he called Cameron’s and was told that it has been too wet and slippery. The cap needs to dry and then they need two days to finish. Cameron’s felt they would be able to do it this year.

 

The subject of the pole relocation at 19 Mile Beach was brought up. It was mentioned that Ted Bense had called and said that he had a long talk with NH Electric Coop. The Coop will contact Verizon and try to get things moving. Selectmen requested the telephone number for Eric Muzzey from Verizon and the amounts and date paid to Verizon and the Coop.

 

Selectman Weeks said she had met with Dan Barnard and Betsy Thornton at the Town House and still has to meet with contractors in order to provide a proper handicap voting booth and the proper number of booths per voter.

 

Selectman Stockman and Weeks inspected the Chandler property again. There is another day’s worth of work to be done.

Selectman Weeks reported the Personnel Committee met this morning. The plan has been rewritten in accordance with the comments and suggestions made at the meeting with employees held on 9/18.

 

At approximately 7:30 Selectman Weeks moved to go into non-public session to discuss personnel matters with the Road Agent. Seconded by Selectman Stockman. Chairman Chellman thought this would not be a proper reason to go into a non-public session, as the Road Agent is not an employee. It was decided to start the conversation and do as much as possible in a public session and then if needed move into non-public session.

The Selectmen then discussed several aspects of the road committee’s findings and recommendations with the road agent. Chairman Chellman asked Mr. Hunter first as a taxpayer and then as a road agent if he thought the current method is the best way to handle the job. Mr. Hunter said he thought it was, both as a taxpayer and as the road agent. He said a private contractor is more time efficient as he would only work where and when needed. Mr. Hunter reported that he still does some private work but finds it hard to schedule. Chairman Chellman wanted Mr. Hunter to know that he is doing a great job. Mr. Hunter said that his job description as presented by the Personnel Committee mentions that he is on call 24 hours a day 7 days a week. Should there be some kind of compensation for this as he felt that he would compensate anyone who filled in for him.  Mr. Hunter said that he did get some good things out of the study. Resident Joe Kowalski suggested giving a report at least once a month to Selectmen and then people would know what you are doing. Chairman Chellman strongly believes that the Town should continue with the method currently in place. Selectman Stockman said a response to the Road Committee should be drafted. The Selectmen thanked Mr. Hunter for his time.
