Minutes: The minutes of the 9/8/03 meeting will be discussed next week.

 

At approximately 6:30, Selectmen discussed the planting of trees along the side fence at the Town Office. Selectman Stockman said that he thought 7 trees would be needed at a cost of about $1400.00. Chairman Chellman suggested alternating trees. It was decided that 3 red maples and 4 sugar maples would look nice. They are to be planted in the spring. Total cost would probably be about $2000.00.

 

Selectman Weeks reported on the Chandler site visit on Friday. Selectman Stockman, Ann Hackl, Michael Phelps, also attended representing the town. There was agreement amongst the parties involved that it did not make much sense to move the pile, as it would probably cause more damage. Permission was given to cut some trees in the area. The top would then be knocked down, the sides sloped and dressed. The site would then be re-evaluated. About 60 feet of the path would probably be moved.

Final approval by the Selectmen and the Lakes Region Conservation Trust, as easement holders, will not be given until the site is inspected.

 

Selectmen discussed the Capital Asset Management Program proposal by RCI and decided that the town is not big enough to need this work to be done.

 

At approximately 7:00, Selectmen met with Ed Bergeron regarding the County Road Bridge repair. Mr. Bergeron stated that if a bid package were started now it would be ready for bid no later than March. It should be very straightforward and could be forwarded to the state by mid December for approval. Mr. Bergeron stated that he would like to review the budget numbers since current prices have been coming in 20-25% higher than was originally estimated. Mr. Bergeron was also agreeable to working out a payment schedule, as the town did not authorize the spending of the money in the capital reserve fund. A motion was made by Selectman Weeks to authorized HEB Engineers to prepare a bid package for the County Road Bridge, Seconded by Selectman Stockman with all in favor.

Chairman Chellman questioned whether Mr. Bergeron’s firm had any experience with Recycling Center site designs. Mr. Bergeron advised that they had designed the Tamworth Transfer Station. The company would be able to advise on all facets of the site as they have an efficiency expert for consultation.  Selectmen asked Mr. Bergeron to consider all buildings and issues and prepare a proposal. Mr. Bergeron will pick up information at the Town Office on Tuesday and then meet with Fred Sargent at the Recycling Center. The Selectmen thanked Mr. Bergeron for his time.

 

At approximately 7:15, Selectmen met with Fire Chief Adam Thompson. Chief Thompson provided information on mutual calls as requested by Selectmen at a previous meeting. Tuftonboro provided mutual aid on 52 occasions and received aid on 13 occasions.

Chief Thompson reported that lake responses have been down this year. Chief Thompson also recommended two applicants for firefighter. Steven Petsche lives in Wolfeboro and is currently attending NHTC for firefighter training. Mr. Petsche would like to gain some experience in the field. The second applicant is Roger Hazlett. Mr. Hazlett works for Lord/Lakeside Ambulance, is an EMTI and has just moved to Tuftonboro. Selectmen approved Chief Thompson’s recommendations.

Chief Thompson and two members of the department will attend propane training. Wolfeboro Oil is sponsoring this training. Wolfeboro Oil will pay for the training and lodging.

Chief Thompson reported that he has been working with a landscape contractor in installing a 15,000-gallon cistern for the Kaufman residence on Windleblo Road. The cistern was needed for insurance purposes. The Fire Department will have year round access to it.

Engine 3 is due for inspection shortly. So far it has failed part of its pump testing. If it fails inspection the department would lose the use of it. This could cause a problem to new homebuilders in getting insurance. The truck committee has been working on putting a new truck together. Only one spec has been received so far and the price came to $350,000.00. In another year it could go up 5%. Chief Thompson has been

researching lease arrangements. There are 5, 7 and 10-year agreements depending on how much of a payment the town would want to make.

Chief Thompson has received another proposal to hook up the generator. It came in  $3,000 over the first. It appears there was a difference in procedure so the first will be asked to rebid. The Selectmen thanked Chief Thompson for his time.

 

The Selectmen’s meeting was adjourned at 8PM to convene a Highway Safety Committee meeting.

 

The Selectmen’s meeting reconvened at 8:15. Police Chief Andy Shagoury reported that he has been working on ordering the new police vehicle. A new Tahoe with equipment was priced at $30,200.00. Chief Shagoury will make a couple of calls for price comparison.

Police Officer Tom Lafavre is doing well at the academy. The Chief is still looking to hire the fourth officer and will probably take candidates from the next Mackintosh test. Chief Shagoury attended the New England Chiefs Conference last week and came down with pneumonia after returning from the conference. It has been reported that the body armor currently used by the Chief and Sargent Hathcock is defective. There was a case, in another state, of a bullet piercing the vest. They have both gone back to their old vests. This could cause an unexpected expenditure for next year. The Selectmen thanked Chief Shagoury for his time.

 

The Selectmen decided to meet at 11:30 on Thursday to prepare for the Personnel Policy meeting at the Town House. Chief Thompson will not be able to attend and Chief Shagoury has a court appointment at 11:00 so he may or may not be there.

 

Selectmen discussed a request from VNA to help a resident who is having work done on his home to make it safer for him and the people who help him. A grant was approved for this but does not pay for the whole amount. Selectmen approved $1600.00 to make up the difference.

 

Selectmen approved a two-week extension for repayment of taxes owed on a tax-deeded property.

 

Chairman Chellman will not be able to attend next week’s meeting.
