Minutes: The minutes of the 8/18/03 meeting will be discussed at the next meeting. The minutes of the 8/18 non-public meeting will be discussed at the next meeting.

 

At approximately 6:15 Selectman Weeks made a motion to go into non-public session pursuant to RSA 91-A: 3 II (c) to discuss a legal issue. Selectman Weeks seconded the motion. Roll call: Chairman Chellman – yes, Selectman Weeks – yes, Selectman Stockman – yes.

 

At approximately 6:30 Selectman Weeks made a motion to return to public session, seconded by Selectman Stockman. All in favor.

 

At approximately 6:30, Selectmen met with Conservation Commission Chairman Ann Hackl. Ms. Hackl presented the completed conservation easement appraisal of the Cheney farm. Ms. Hackl reported that it was a very thorough document that also addressed a preservation easement on the house. This would turn the house into an historic structure and protect the whole farm. The appraisal for the land alone came to $134,000.00; with the house included it totaled $147,000.00. Mr. Cheney has been given a copy and will pass it on to his sister to also read. The initial reaction by Mr. Cheney was favorable. Ms. Hackl thought she had until January 1st to complete the grant application, which would provide 50% of the funds under the Farmland Protection Act. It was noted that an agricultural easement does not allow public access it is to

insure non-development. The Wolfeboro/Tuftonboro Land Bank paid for the appraisal.

Ms. Hackl also spoke regarding the Great Meadow and Cow Island properties owned by the Town. The Trust is interested in acquiring conservation easements. The Great Meadow is recognized as part of the Ossipee Watershed and is an important water source for the Town in addition to wildlife habitat. It is very important that this area be protected. The total area of the Great Meadow is 512 acres with 176 being owned by the Town. An easement can prevent development of the property as a second level of protection and would like adjacent property owners to step forward to do the same. The Cow Island property is a wonderful recreational resource, which is not easy to locate. The trust would provide stewardship for both properties. They would be monitored at least once a year, more often for those more heavily used. Chairman Chellman requested a letter of intent from the Trust. This would be the first time the Trust would enter into an easement with a town.

The third issue Ms. Hackl wanted to speak on is the issue with the Mirror Lake Protective Association. The Conservation Commission received a copy of the correspondence and would like to respond to it. The Committee is sympathetic to their concerns but realistically the Wolfeboro Selectmen can do what they want just like any other landowner. Selectman Weeks advised she obtained a copy of the Libby will and thought it was not clear that the Town of Wolfeboro owned it. Selectman Weeks drafted a letter to the Wolfeboro Board of Selectmen which will be sent with a copy of the Libby will. Ms. Hackl said she would wait to see how it develops. The Selectmen thanked Ms. Hackl for her time.

 

Selectmen reviewed the Dufresne-Henry contract for the site review. Selectman Stockman contacted Waste Management to see if they have any structural plans that we could use. Waste management said they would see what they could do.

Selectman Weeks moved to pay the June bill for Dufresne-Henry in the amount of $2,012.27. Seconded by Selectman Stockman with all in favor. Selectman also discussed the Supplemental Agreement #2. Chairman Chellman said he does not want to sign the agreement until the issue of insufficient topsoil is resolved. This is an issue between Dufresne-Henry and Northeast Earth Mechanics. It is not the Town’s fault if there is not enough topsoil. It was agreed to wait until the issue was resolved and to see what Waste Management can come up with.

 

Selectmen discussed the possible sale of the town-owned Hidden Valley properties.  It was decided to use the bid procedure. Chairman Chellman will prepare a package to use as an example.

 

There will not be a meeting next week due to the Labor Day Holiday. The next meeting is September 8.

Selectmen discussed the issues regarding the preparation of the MS-1 report, which is due to DRA by September 1. Because of the change in software it has become difficult to compare numbers. The Town value is up considerably over what was reported last year. We no longer have access to Northern Data to check anything. Selectman Weeks suggested contacting Avitar and MRI for advice. There is still time to ask for an extension if needed.
