Selectmen present: Rick Chellman and Bill Stockman. Susan weeks was absent.

 

Selectmen reviewed mail, which included:  Primex Insurance Agreement; Notice of additions to insurance for 14 Wawbeek and 291 Cow Island; Standard Dredge & Fill for Marriott; Results of Water Tests of Melvin Wharf and 19 Mile Beach; Memo re: former Downie property; Property Transfer from Grump & Grouse family Trust to Michael E. & Mary K. Jarvis; DES response to Letoile; Letter from Joseph Kennedy re: budget negotiations; ZBA notice of public Hearing; Notice from Town of Belmont re: Public Hearing; DES Public Hearing Notice re: Landfill Closure Grant Programs; Letter from Moultonborough Selectmen re: 2004 Carroll County Selectmen’s Forum; Letter from Robert Carleton re: restoration of Town property; Conservation Commission News; Primex newsletter; Fire Chief Log Sheet; HealthTrust re: Slice of Life Program.

Minutes: The minutes of the 7/14/03 meeting were approved with minor corrections. The minutes of the Non-Public meetings of 7/14/03 and 7/17/03 were approved with minor corrections.

 

The Selectmen discussed the various town owned properties in Hidden Valley that were viewed last Wednesday. No formal decision has been made.

 

Fred Sargent advised the leased compactor has been fixed again.

 

Chairman Chellman spoke to the manager at Adelphia and was told that they are being held up now by the supplier of the fiber optic. Adelphia is not sure which part of town will be the first to have the high-speed access.

 

Chairman Chellman spoke to Tom Sweeney at Dufresne-Henry regarding the site review issues. Mr. Sweeney will have a response by next Monday.

 

At approximately 6:45, the Selectmen met with the Parks and Rec. Committee. The following members were in attendance – Eric & Kathy Roseen, Maryann Murray and Ted Bense. The committee was concerned because they have been hearing rumors that the agreement between Tuftonboro and Wolfeboro would be discontinued. There has been mention of it in the local paper and a resident use study is being done by Wolfeboro Parks & Rec. Wolfeboro felt that Tuftonboro was not paying their fair share. Last year Tuftonboro paid Wolfeboro $10,000.00 and has budgeted the same amount for this year. This matter was previously discussed at a Tuftonboro Selectmen’s meeting on 1/8/01 with Paul Skowron, Sue Glenn and Scott Smith. At that time it was agreed to

look into the issue further but there is no record of that happening. Chairman Chellman said he was confident that all the Selectmen (Tuftonboro) want the relationship to continue. Chairman Chellman will call the Town Manager tomorrow. It was mentioned that the original gift of the Abenaki ski area specifically included Tuftonboro. The Parks and Rec Committee felt the problem was due to a lack of communication. The committee has received 52 surveys back so far and 50 have responded that they want the relationship to continue.

Kathy Roseen said the swim lines will be left up through August and that Maryann is working on getting turning boards. The Selectmen thanked the committee for their time.

 

At approximately 7:00, the Selectmen met with Fire Chief Adam Thompson. Chief Thompson has been involved in the Smallpox Planning Team. The next meeting would be held on 7/30. He felt a Selectman should also attend the meeting. Chief Thompson stated that the plan for any major incident (smallpox, etc.) would be to bus Tuftonboro residents to Conway. When questioned Chief Thompson said the public safety personnel have not been vaccinated.

Chief Thompson reported 104 fire, 45 medical and 8 service calls. The ATV and the 5” cutter have been placed in service. The department now has 20 members. Chief Thompson said he has been investigating the lease to own options offered by several major companies. Chief Thompson is still pursuing the generator hook-up bids. The Selectmen thanked the Chief for his time.

 

At approximately 7:15, the Selectmen met with Police Chief Andy Shagoury. Chief Shagoury has received 2 automatic defibrillators from the Bureau of Emergency Medical Services. The units have been placed in each cruiser. Chief Shagoury discussed the training schedule of the 2 officer candidates. One candidate is part-time certified so he will start with field training and then go to the academy in January. The other candidate will start the academy in August. Chief Shagoury has also been checking into deals for the new cruiser and equipment. A sale on video equipment had a savings of $2200.00. Sargent Hathcock attended the Pier 19 Association meeting on Saturday. The department will be issuing summons for unlicensed dogs this week. Chief Shagoury posted the Cow Island property and noticed an illegal waste water pipe coming out of the house and ending about 30 feet from the shoreline. This was referred to the Code Officer but since it is now town property there will be no problem fixing the situation.

 

At approximately 7:30, the Selectmen met with Code Officer Ted Wright. Mr. Wright thought he would have the Selectmen review what he has done so far since he is so new. Chairman Chellman asked if he was aware of the state and town septic regulations. Mr. Wright stated that he was. Chairman Chellman suggested he look at the schedule of fees, which are out of date. Mr. Wright will speak to several contractors to get a better feel for prices. Mr. Wright will check to see how to become certified as the Health Officer. The building permits for Whitten and Perez were approved. The Selectmen thanked Mr. Wright for his time.

 

Selectman Stockman said he called the state again regarding the fence. There is no decision at this time.

Selectman Stockman said he has received several comments regarding the beaver dam on Canaan Road. The Road Agent has made several attempts to break it up.

 

The Selectmen signed all papers except for the Intent to Cut, which needed a logger’s signature.

 

The meeting was adjourned at 7:55 PM.
