Selectmen present: Rick Chellman, Susan Weeks and Bill Stockman.

Minutes: The minutes of the 7/7/03 meeting were approved. The minutes of the Non-Public meeting of 7/7/03.were approved.
The Selectmen met at 5:30 at the Town House to prepare for the Road Committee Report.
At approximately 5:45, Selectman Weeks made a motion to go into non-public session pursuant to RSA 91-A: 3 II (c) to discuss a tax issue. Selectman Stockman seconded the motion. Roll call: Chairman Chellman yes, Selectman Weeks yes, Selectman Stockman yes.
At 6:00 PM a motion was made by Selectman Stockman to move back into public session and seconded by Selectman Weeks. All in favor.
At approximately 6:00 Ronald Ingham arrived to speak to the Selectmen regarding his application for a building permit. Mr. Ingham did not know why he needed a site plan review. A site plan review is always done for an expansion of a commercial use. He was advised to get on the agenda for the Planning Board meeting on 7/17/03 by contacting the secretary Jackie Rollins.
Selectman Weeks announced the hiring of Ted Wright as the new Code Enforcement Officer. Mr. Wright started Monday July 14th and will have the same office hours as the previous officer.

Selectman Stockman advised that he attended the Islanders meeting on Saturday the 12th. The 14 people in attendance discussed the 19 Mile Bay parking lot and complimented the Town on what it has accomplished by instituting the new regulations.
There was a suggestion to issue guest passes that would not have to be attached to the bumper and could be used by more than one person. The Islanders spoke very highly about the rescue squad. It was also suggested that there be more island inspections, as there is an increase in activity.
At approximately 6:50 Selectmen met with the Road Committee. Skip Hurt as the spokesperson related the process the committee went through and wanted to make sure everyone knew that the report was not a comparison of Road Agents. It was felt that both agents have done a great job. The towns that were used for comparison for the most part were similar in population, miles of class V roads, terrain. The Town of Tuftonboro has a contracted road agent that is elected. The conclusions and recommendations of the committee are as follows:
Mr. Hurt then went on to explain that the road agent job description should be explicit. It would be up to the Selectmen to determine if the job is getting done and that maybe the contract should be shortened to one year instead of three. A snow and ice policy should be established in order to limit liability. Mr. Hurt explained the benefit of renting to buy equipment. The Town would realize savings and at the end of the 10-year contract would own the equipment, which has a twenty-year life span. He felt it made more sense to own the equipment, as it would mean known fixed costs. Mr. Hurt wanted to especially thank John Cook and Ted Bense for their efforts and time devoted to compiling the information.
Chairman Chellman stated that he wanted to make it clear that there are no problems with the Road Agent. Mr. Hurt agreed. Chairman Chellman said that the recommendations are well taken and that there were many good ideas. The Selectmen will now take the report under advisement. The committee was thanked for their time and effort.

The new compactor at the Recycling Center is still not working. It has been used a total of 3 hours.
Chief Shagoury advised the department is working on the unlicensed dogs and will be sending notices out via registered mail.
Sally Gould did not appear for her meeting.
The properties taken for taxes in June will be posted by the Police Department.
