Selectmen present:  Susan Weeks and Bill Stockman. Rick Chellman was absent.

 

Selectmen reviewed mail, which included: Building Permits for Thomas J. Taylor III, George & Estelle Zedalis; Certificate of Occupancy for John & Virginia Sherman; Inspection report for Campbell, Taylor, Rollins,Cote; Approval for Operation for George/Norleen Davies, Brian, Gary, James Stockman, Dave Donnelly; Property Transfer from Jason & Heidi Bickerton to Kathleen LaPlante, Placid Realty Trust to Old North State Investments, LLC; Copy of Motion for Reconsideration for Herbert & Joan Sauve sent to DES; Copy of letter from Erskine Family Trust re: Sauve; Letters & E-mail re: Cow Island Conservation Easement (5); Letter from Moultonborough Selectmen re: Perambulation; Release for boat trailers from Town Counsel; NRRA annual report and dues notice; Police Dept. Minutes: The Selectmen’s meeting minutes for 12-1-03 were accepted.

 

Selectmen approved the purchase of a snow blower from Wolfeboro Power Equipment for the ice skating rink.

 

The letter to the BTLA was signed.

 

Selectmen requested more information before signing the Dufresne-Henry Supplemental Agreement for Groundwater Monitoring.

 

At approximately 6:35, Selectmen met with Code Officer Ted Wright regarding the budget for 2004. Mr. Wright pointed out that he made an adjustment to increase the mileage over last year and also added a line for education. There was some discussion of salary but that decision will be made when all salaries are reviewed. The preliminary budget was approved. The Selectmen thanked Mr. Wright for his time.

 

At approximately 6:45, Selectmen met with Recycling Supervisor Fred Sargent regarding the Solid Waste budget for 2004. Several items were increased over this year – MSW, supplies, uniforms and training. Mr. Sargent will gather information about resale value on the bulldozer as it needs new tracks and is not the right piece of equipment for snow removal. A suggestion was made to see if this was something the Highway Dept. could do. Mr. Sargent stated that the Recycling Center has been very busy in the off-season; extra help could be used year round. After a discussion it was agreed that a fourth person would be needed from May to November. Mr. Sargent said that the tires for the bobcat would cost around $910.00. There is still money in the budget so the tires will be purchased this year. Mr. Sargent said there is building maintenance that should be done next year. The area around the chimney requires additional work. The building needs to be sided and the doors should be switched to open out. The wind blows the doors open. There is only enough room for brush and logs for one more year. The gas monitoring system is down and Tom Sweeney is working on it. Mr. Sargent said that computers will become a big problem in the near future and that maybe the price for them should be increased. The Selectmen thanked Mr. Sargent for his time.

 

Selectman Stockman made a motion to accept the recommendation of MRI to grant an abatement to Linda Cucchi-Robinson in the amount of $467.00. Seconded by Selectman Weeks with all in favor.

 

At approximately 7:35, Selectmen opened bids for the sale of Town property. Ann Hackl had submitted a memo suggesting that the Selectmen donate a lot to Habitat for Humanity. The Selectmen were generally in favor of the idea but said that there were other lots that the Town owned that could be donated. Selectmen Weeks made a motion to accept the following bids:

Lot 70-2-53 was not sold, as the bids were not high enough. Lots 70-2-45 and 70-2-46 were sold to Howlett, as his combined bid for the two properties was the highest. Seconded by Selectman Stockman with all in favor. All bidders will be notified by mail.

 

Selectman Stockman made a motion to accept the Public Safety Needs Assessment purpose as outlined in Selectman Weeks memo. Seconded by Selectman Weeks with all in favor.

 

The meeting was adjourned at 8:55 pm.

 

At approximately 8:55, Selectman Weeks made a motion to go into non-public session pursuant to RSA 91-A: 3 II (a) to discuss performance appraisals. Selectman Stockman seconded the motion. Roll call: Selectman Weeks – yes, Selectman Stockman – yes.
