Selectmen present:  Rick Chellman, Susan Weeks and Bill Stockman.

 

Selectmen reviewed mail, which included: Building Permits for William Endres; Approval for Operation for John/Virginia Sherman; Approval for Construction for Gerald/Lorraine Keavany, Leonore/Richard Neuberger, Dave Donnelly, Elizabeth Couture; Preliminary plan for Town House from W. D. Flierl; Property Transfer from Edward A. & Fredric Goeller, Madeline A. McGrath to Michael J. Rhubart, Beth Kelleher to Michael B. Martell, Sr., Theodore Bense to Julie Almeida, Stephen S. Glikas to Brian F. Minutes: The Selectmen’s meeting minutes for 11-17-03 and 11-24-03 were accepted.

 

Selectmen discussed the Public Safety Needs Assessment committee. Two new members were added – Bruce Pigott and John Morgan. Other members are Chief Thompson, Chief Shagoury, Joe Kowalski, and Bob Wood. The Selectmen’s representative is still to be determined.

 

Selectman Weeks made a motion to grant the veterans abatements to John Nelson and William Kleinhenz. Seconded by Selectman Stockman with all in favor.

 

Chairman Chellman reported that Bob Carleton has granted permission to the engineers to do a water test.

 

Recycling Supervisor Fred Sargent said that the bulldozer is due for some substantial maintenance and will have the numbers for next week when the discussion of his budget will take place.

 

At approximately 7:30 Selectmen met with Police Chief Shagoury.  Chief Shagoury presented a proposed 2004 budget. The numbers for the current year were estimated to year-end showing $20,000.00 surplus. Chairman Chellman suggested purchasing some of the items on the 2004 budget this year, as money will be tight next year. The items to be purchased this year would be the body armor replacement for Chief Shagoury and Sergeant Hathcock, ‘Call for Service’ software and 3 digital cameras. Chief Shagoury said that the earliest the 4th police officer could be hired is the end of January and as a result the earliest he/she would be able to attend the academy is March. Chief Shagoury also stated that in order to attract a certified officer our salaries have to be more competitive. Selectmen requested more information on pay scales for other towns. The Selectmen thanked Chief Shagoury for his time.

 

The meeting was adjourned at 8:10 pm.

 

At approximately 8:10, Selectman Weeks made a motion to go into non-public session pursuant to RSA 91-A: 3 II (a) to discuss performance appraisals. Selectman Stockman seconded the motion. Roll call: Selectman Chellman, Selectman Weeks – yes, Selectman Stockman – yes.
