The minutes of the 11/3/03
meeting were approved.
At approximately 6:30,
Selectmen met with David Hynes, DRA Assessment Representative. Mr. Hynes met
with the Administrative Assistant to complete the PA-43. Mr. Hynes was asked by
the BTLA to find out what the town was doing regarding a revaluation. The BTLA
had requested Tuftonboro’s file and the last five year’s equalized ratio. The
Town had come to the Board’s attention because of an abatement request by a
taxpayer. The Selectmen informed Mr. Hynes that it was their intention to do a
full reval for 2005. Chairman Chellman
said an RFP would be sent out for this to be done in 2004-2005. Mr. Hynes said
he would like to see the RFP before it goes out to make sure it is complete. He
stated that the assessors would not be able to do pick-ups while this is going
on. Mr. Hynes also said that exemptions should definitely be reviewed and
adjusted for the increase in value of all properties, as this would affect the
elderly the most. The Selectmen thanked Mr. Hynes for his time.
Selectmen discussed the holiday schedule. It was decided to
approve the schedule as proposed.
Thanksgiving – closed Thursday and Friday
Christmas – closed Thursday and Friday. Close at noon on Wednesday.
New Years – closed Thursday and Friday.
The day after Thanksgiving is a paid day (employees not
scheduled will be paid). The day after Christmas and New Years is not.

Selectmen discussed trailer storage at the landfill. Town
Counsel advised that since we charge a fee it imposes a duty on the Town so we
are technically liable. Suggestions for next year were to not charge, get a
signed waiver or not allow storage. No decision was made.
Selectman Weeks submitted about 10 Hidden
Valley lots for sale by the Town.
The same format would be used as the last sale – sealed bids with a right to
reject bids. An advertisement will be placed in the newspaper and abutters will
be notified, as they are the most likely to be interested. Town Counsel will be
consulted regarding the 10-year restriction.
Selectmen discussed the proposal from Wes Flierl regarding
the Town House renovations. It was decided to go as far as the budget allows
which is at least the first 4 phases. Selectman Weeks made a motion to hire Wes
Flierl to do the architectural work as outlined in his proposal. Seconded by Selectman Stockman with all in favor.
At approximately 7:15,
Selectmen met with Code Officer Ted Wright. Mr. Wright reported that there is
an abandoned foundation in Melody Park,
which poses a serious safety hazard. Mr. Wright referred to the RSA’s and said
the first step is to write a letter. Selectmen advised Mr. Wright to have Town
Counsel help the wording.
At approximately 7:25,
Selectmen met with Recycling Supervisor Fred Sargent. Mr. Sargent reported that
the roof is leaking in the area of the chimney. This has been an ongoing
problem. An attempt to fix it was made last week. Mr. Sargent has done some
preliminary work on the budget. The performance appraisal was given to him for
his subordinates.
The revised Household Hazardous Waste contract will be sent
to Town Counsel for review.
The state removed the fence from 19 Mile Bay today.
At approximately 7:45,
Selectman Weeks made a motion to go into non-public session pursuant to RSA
91-A: 3 II (a) to discuss performance appraisals. Selectman Stockman seconded
the motion. Roll call: Selectman Weeks – yes, Selectman Stockman – yes.
Chairman Chellman had to leave early.
