Minutes: The minutes of the 10/20/03 meeting were approved as corrected.
Selectman Weeks announced that she had spoken to the Construction Manager at Verizon and was advised that they would start moving poles this week. This probably means they would be placed at the site. Ted Bense had talked to the Construction Control Foreman and was told the work would start the week of November 17th.
Selectman Weeks requested the town e-mail be changed to Tuftonboro@Adelphia.net.
At approximately 6:40, Selectmen met with John Morgan and two members of the Budget Committee (Rick Friend and Wayne Black). Mr. Morgan had been elected Chairman of the committee at their last meeting. Mr. Morgan stated that it was the intention of the Committee to get more involved in the budget process. They would look to have more contact with the department heads and would like each member of the committee be assigned to a different department. This will give the committee a much better understanding of the needs of each department. The Selectmen were in favor of the approach and said they would make an effort to get the department heads on a regular schedule for the Selectmen’s meetings. Mr. Morgan stated that there are no issues but just a desire to become better informed. Mr. Morgan was informed that the Town does not have a long-range plan and that it is actually the Planning Boards responsibility. It was also thought that having all three Selectmen at the Budget Committee’s meetings would be more advantageous then the suggested one Selectman. The Budget Committee will meet on October 28th at 4 PM. Tentative meetings are scheduled for November 4th and 18th and December 2nd and 16th. There was much discussion regarding public input at the workshop meetings. It was felt by some residents that the Public Hearing was too late and not enough information was available. Public input at any meeting is at the discretion of the board. One suggestion

was to set aside time at the beginning or end of a meeting for public input, another suggestion was to have people request to be placed on the agenda ahead of time. The Selectmen thanked the committee for their time.
Selectman Stockman will again pursue the issue of the fence at 19 Mile Bay, as we have not heard anything from the state.
Reporter Ann McClure asked if there was anything unusual about setting the tax rate. Selectman Weeks said it was nothing out of the ordinary and that some of the fund balance was used to offset the town rate. Residents questioned the 15% increase in the town rate. Selectman Weeks replied that the budget as approved at town meeting was on track as were the revenues.
The meeting was adjourned at 7:45 PM.
